Public Sector Experience 

Federal (Department of Defense) 
Developed and executed a multi-year strategic plan to align risk, compliance, and audit readiness efforts—establishing governance bodies and achieving program milestones within 90 days.


Currently delivering knowledge management, documentation design, and risk management optimization services to plan standardized processes, enable consistent execution, and support ongoing assessment and refinement of operational practices.

Federal (Civilian Agency) 
Delivered structured training and implementation support to federal financial management personnel, strengthening internal control literacy and aligning day-to-day practices with audit and compliance objectives.

State/Local/Education  
Currently delivering targeted training and technical assistance to over 200 small businesses, focused on strengthening operational capacity and advancing local economic development goals.


Currently supporting a local school district in the development of special education programs that serve marginalized K–12 students by facilitating cross-agency collaboration, aligning community stakeholders, and integrating learner readiness skills into an adaptable academic curriculum.

Who We Are

Sparrow PMP LLC was formally established in October 2023, but its roots extend back to 2013 through its predecessor entity, Risom Resources LLC, which has been in continuous business operation since that time. While Risom Resources initially operated as a diversified entity, its consulting and advisory activities evolved into Sparrow PMP’s core focus. Sparrow PMP LLC was therefore created as a dedicated vehicle to expand strategic planning and performance management services to government, nonprofit, and education clients. This continuity provides both the maturity of a decade-long business operation and the clarity of Sparrow PMP’s sharpened mission.

Jennifer L. Morris, PMP

Jennifer Morris brings over 20 years of experience guiding government and commercial organizations through strategic planning, program execution, and performance improvement. As the Owner and Strategic Planning Principal of Sparrow PMP LLC, she leads with a deep commitment to helping public-sector agencies navigate complex transformation initiatives with clarity, precision, and measurable impact.


A Certified Project Management Professional (PMP) and recognized thought leader, Jennifer has advised agencies across the federal landscape—including the U.S. Navy, Defense Logistics Agency (DLA), and the U.S. Department of the Treasury. Her engagements span mission-critical areas such as enterprise risk management, internal controls, audit readiness, and lease strategy—earning a reputation for turning complex requirements into actionable, outcomes-driven plans.


Jennifer is the architect of Sparrow PMP’s proprietary Plan. Execute. Assess.™ methodology and the values-based FLIGHT framework, both of which guide her firm's strategic planning approach. She is also a published author and active member of the Project Management Institute (PMI). 


Jennifer resides in Lancaster, Pennsylvania, where she has lived for over 22 years (originally from northern Virginia suburbs). She is a mother of two energetic boys and married to her best friend. As a mother of a child with severe autism, she has both a personal and professional devotion to partnering with the special needs community as an advocate and as a practitioner. Jennifer is an avid science fiction fan and movie buff who enjoys movie night and popcorn with her family on a weekly basis.
